COMMENT: More investigation is needed before drawing a final conclusion. However, I do like the last paragraph of the article: "One might argue that fresh water in an island state requires more careful planning in terms of day-to-day applications. One cannot argue, though, that water should be withheld in emergencies due to one's personal and meaningless belief in tribal superstition, nor can a person argue that properties and people should burn because of "water equity," whatever that means.
